EMV Level 1 certifies the physical and electrical interface between a card and a terminal's reader hardware — not your payment application. Terminal manufacturers complete it before a device ships. Unless you're building reader hardware from scratch, you select L1-certified hardware and move straight to the work that actually involves your software: Level 3.
What EMV Level 1 covers
EMV certification validates a payment terminal from the silicon up, in three levels. Level 1 is the bottom layer: it certifies how a card physically and electrically communicates with a terminal's interface device (IFD) — the reader itself. For a contact chip, that means the electrical contacts, signal timing, voltage levels, and the low-level protocol defined in EMV Book 1. For contactless, it's a separate specification: the RF interface defined in the EMV Contactless Book A, covering how a tapped card or phone exchanges power and data with the reader's antenna.
Level 1 says nothing about transaction logic, risk management, or how a payment gets approved. It only confirms that the reader hardware can reliably talk to a chip or contactless device at the signal level. Everything above that — the kernel, the application, the actual payment — is certified separately at Levels 2 and 3.
Where Level 1 sits in the stack
Level 1 — the physical interface
Certifies the electrical and mechanical interface of the chip and contactless reader. Completed by terminal manufacturers such as PAX, Ingenico, Verifone, and ID TECH before a device ever reaches a payment software company.
Level 2 — the EMV kernel
Certifies the embedded software that runs EMV transaction logic and talks to the chip. Typically pre-certified alongside Level 1, at the hardware layer.
Level 3 — the payment application, end to end
Certifies your complete payment application and its integration with a specific processor and card brand. This is the certification a payment software company actually has to run.
Contact vs. contactless Level 1
These are two independent certifications, and a terminal that supports both insert and tap needs both.

A device can carry one, the other, or both. Insert-only unattended hardware, for example, may only need contact Level 1; a modern SoftPOS-capable phone needs contactless Level 1 at minimum.
Who actually has to certify Level 1
In practice, almost never the payment software company. Level 1 approval is a property of the reader hardware, and it's completed by the manufacturer through an EMVCo-recognized test lab before the device is sold. When you choose a terminal — a PAX A920, an Ingenico Lane 3000, an ID TECH VP3300 — Level 1 approval already comes with it. Building a payment application means you inherit that certification rather than repeat it.
The exception is a company designing its own reader hardware from scratch, such as a custom kiosk manufacturer or a device OEM. In that case, Level 1 type approval is a real, upfront project — typically a few months through an accredited lab — that has to clear before any application-layer work is meaningful.
